English Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a latest poll of municipal councils, English councils are planning to offload social clubs, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

The Key Cities Group representing major urban areas in the UK stated that 60% of local authorities are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of playing fields and land to shore up their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

The group said that a significant number of councils seeking to generate funds from a quick sale of holdings represented “a clear change from 2024, when the largest share (six in ten) of municipal officials stated they would focus on restructuring services and utilising savings to weather increasing fiscal pressures.”

Specific Examples of Proposed Disposals

Medway Council in southeast England said its asset disposal plan featured the sale of a retail complex in a local town and a social club in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will also be sold under the strategy.

Local Levy Increases and Wider Fiscal Pressures

The survey of councils in the coalition, which includes several urban centers, also found that more than 70% of authorities will have to raise council taxes next spring to cover the rising cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting creative strategies but certain measures require time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “There are population challenges which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

A survey of regional authorities recently also found local finances being stretched by the growing number of children and adults needing Send support.

The County Councils Network said that council deficits will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Ministers have delayed planned reforms to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Deprivation and Funding Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, many participating urban areas were included in the most deprived in England.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 IMD measures,” noted the report.

“Although only one key city is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data highlights the scale of challenges confronting local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of deprivation and demand,” stated Michael Mordey.

“Without this, local authorities will continue to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their communities.”

A fifth of councils have cut or compromised care services in the last year, the survey revealed.
